The Code of the City of Atlanta 164 (William T. Newman ed., 1879)
    (1879)
Prohibited storing more than one keg of gunpowder in any building (except public warehouses), requiring it to be kept in a tin container. Selling gunpowder required an annual city license, approval by the General Council, support from three neighboring residents, and a $1,000 bond. The Council could deny licenses to unqualified applicants, and licensed sellers had to display a sign stating they were licensed to sell powder. Violations carried fines and possible imprisonment. The ordinance also prohibited firing rockets, firecrackers, or other fireworks within city limits without the Mayor's written permission.
