SEC. 4. The Mayor and City Council shall within the limitations of this act have the power [...] to regulate and license the sale of firearms and suppress the carrying of concealed weapons' to regulate the storage of gun-powder, tar, pitch, resin, saltpetre, gun-cotton, coal oil, and all other combustible, explosive and inflammable material.
