E.B. O'Callaghan, Laws and Ordinances of New Netherland, 1638-1674, at 128 (1868); N.Y. Col. MSS, XI. 53, 54
Abstract
Prohibited sale of powder, lead, and guns. The exact text is lost but the intention is to restrict sale of arms, especially ammunition, "to the Indians."
Summary
Authorities permitted limited, carefully controlled sales of firearms and ammunition to Native Americans strictly for self-defense and hunting. This exception was narrowly applied to prevent indigenous groups from stockpiling weaponry that could be turned against European settlers.
Law Text
We have seen that you have been obliged, at the written request of those of Fort Orange and of the Colonie of Rensselaerswyck, to connive somewhat in regard to the Edict enacted about contraband Goods. You ought to deal herein with a sparing hand, and take good care that through this winking no more ammunition be sold to the Indians than each one has need of for the protection of his house and for obtaining the necessaries of life, so that this cruel and barbarous Nation may not be able, at any time, to turn and employ their weapons against ourselves there.
