§ 7. The council shall have control of the finances and of all property, real and personal, belonging to the city; and shall have full power to make, publish, amend and repeal all ordinances for the following purposes, namely: [...] carrying concealed deadly weapons [...] firing of guns, pistols or fireworks[.]
