[T]he said mayor and aldermen are hereby further authorized and empowered to levy and collect annually a tax on and to regulate and license the persons, businesses, vocations and privileges hereinafter mentioned, within the corporate limits of said city, to-wit: [...] dealers in pistols or pistol cartridges or bowie knives or dirk knives.
