Sec. 49. The council of said city are empowered to ordain and establish ordinances, by-laws, and police regulations, and to alter, amend, and repeal all such as by section eighty-six of this act are continued in force, for the following objects: [...] Eighth — To regulate the keeping, and conveying, and selling of gunpowder and other combustible and dangerous materials, and the use of candles and lights in barns and stables[.]
